They send the good coins to grading and then. Sell the rejects (at a hefty premium) as if they were simply normal new ungraded coins. They re-assemble the rejected raw coins as a “new” set for a high price – so beware. I send sealed sets to grading as I have no intentions of passing off reject raw coins in that manner. The South African Mint went to a new packaging style and started putting every proof coin. And case inside a sturdy brown cardboard box and then seal it with bright blue tamper evident. Security tape that says “OPENED VOID” if you peel the tape back. Sealed in this tamper-evident packaging then congratulations. You’ve bought a set that’s been tampered with.
