No one has looked at this coin and decided that they didn’t want it – which is often the case with open-box coins! Two scenarios: Open-box coins are quite frequently “Pre-Screens”. That is where a big company will send 2000 coins or more in a bulk submission. The coins get “pre-screened” and coins that are automatically disqualified for grading get sent back in capsules instead of certified holders. The submitter chooses a minimum grade which is usually PF69 but is sometimes as high as PF70. It’s not just big companies doing this, as there are small sellers that high-grade much more often.
